Entei is 26% to appear on the first try. The success rate of subsequent, manipped attempts is unknown because the community hasn't looked into Gen 2 RNG in depth (it's not as easy to solve as Gen 1). In any case, it might require you to hit a certain frame, so failures could just be execution errors...

Mashing is the only way to buy fast. I use a GameCube controller and switch to my right hand when buying 7+ of an item. Keyboard users usually have an easier time.

A text box is 13 frames plus the number of characters. So a NVE shake animation is 38 extra frames. A shake animation is 50 extra frames. Moving the move-selection cursor up 1 or down 1 is roughly 4 frames.
