I like this idea. I don't nkow as much as others in pokemon emerald, but I know a little of how the bingo works and how to get it to work, so I can help with that. The first thing to do is to get the information you mentioned and then make a list with all the goals that will be in the bingo.

@kyle Repeating what amoeba and javi said, it's all about what you're used to. Personally, if gaming was the only thing I needed to train my fingers for my right hand would be limited to mashing and clicking and mashing clicks. I'm going to agree with scizory in that the time should be removed from the leaderboards for now. This looks really sketchy. And we still don't have an explanaiton for the lack of controller sounds.

That sounds pretty cool, but how could we get an entire community to go by that timing? That hack could be made into a separate timer program that looks into the game memory, and that timing could be used. However, it would probably be for emu only, or require a lot of stuff to be able to use that ...
